With so much hype around the topic of PSD2, it’s hard to believe the results of a recent study by Stripe. It showed that less than half of the 500 businesses surveyed expect to be PSD2 SCA compliant in time!

The requirement mandates all banks, payment service providers and online merchants throughout the European Union (EU) and European Economic Area (EEA) to apply SCA on remote electronic transactions over 30 euros using two of the following factors: knowledge, possession and inherence. Once in place, the effects will differ greatly from entity to entity:

  • By embracing the change, traditional financial institutions, including banks, will be able to offer innovative new services to consumers and businesses, allowing them to stay relevant in a changing, more competitive market.
  • Other entities will benefit, especially in the short-term, from a reduction in fraud losses and the effects of a superior checkout experience.

Room to move?

In an opinion by the European Banking Authority (EBA), it was made clear that they’d allowed sufficient time for the industry to prepare for the application of SCA since the definition had been set out way back in 2015 when PSD2 was published. It gave clear indications, then already, that existing authentication approaches would need to be phased out.

So, while the EBA has said that it will grant some leeway under exceptional circumstances (and even then, only when an existing SCA implementation plan and reasonable timeline to completion can be demonstrated), the compliance deadline is set in stone for the majority of service providers.

For those that have their SCA plans in place, it’s all systems go, but for those that miss the mark, there will be serious consequences as well as penalties handed down by the EBA – and nobody wants that.
